Is it necessary to create a background image so that the borders go from top to bottom on a page. Right now, the way I have it set up the borders on the right or left sides of the column only go to the end of the text? Is there a simple way to correct this without creating a background image?

Hello,
You can add borders to columns by setting them from the extension editor. Please follow this link for more details: http://www.extendstudio.com/tableless-css-layouts-for-dreamweaver/Margin-Padding-Borders-Flexi-CSS-Layouts.html
It is not necessary to add a bg image. You can set a min height to these columns in order to control their dimension.

I tried following your directions, and did set a minimum height, but the right & left borders do not continue to the bottom of the page.
