This is what my site should look like:

This is what happens when I publish it:

It doesn't look like this when I preview it.

Any suggestions?

This link on your page is not correct:

<link href="/includes/CSSLayouts/CSSLayouts.css" rel="stylesheet" type="text/css" />

Please remove the "/" character at the start.
