After setting initial layout. How do you add rows to and below the layout>

Hello,

You can't add rows above and below the layout wrapper. All the elements must be children of that element. However, you can select the top element from the layout wrapper and click on the 'append row above' button. It will ask you for a minHeight. Insert what you want and the extension will automatically grow the layout wrapper. Do the same to add a bottom row.

The append row buttons are at the right of the 'insert column' button.
