Hello Bill,
This is not the case where the menu drops bhind another swf. The reason why the menu it'n working on IE is because you haven't defined a doctype for your website, and IE's default is a very old one. Because of that doctype used by IE the submenus are not working. Please use the latest standard compliant doctype for your pages. You can read more about doctypes here : http://www.indywebshop.com/bestpractices/2006/08/11/why-you-should-use-the-doctype-tag/, http://htmlhelp.com/tools/validator/doctype.html
Kind regards,
Andrei Rinciog
PS : Be advised that the design of your website will suffer some changes when you define a new doctype.

Andreij- I sent you an e-mail with my index file attached becasue when I added the doctype it didn't work in IE and the menus are still in the background of the page.
Please take a look and let me know how to correct.
Thanks Bill
