I put two horizontal menus on page

One menu has submenu

Did all as it is described in a manual on installation of several menus
Has removed the bottom tag on visualization at the first menu
Has put zindex above than at the second
The menu dynamic
Both menus are loaded with the help <? php require_once (' menu.php ');?>

Problem

The submenu isn't displayed over a content

Tried to change zindex separately at the submenu with the help id
The same problem
